Well i have what i think my bike to be wired up correctly, i have a spark but it wont run? Also i know im missing a piece on my carbs but i was also wondering how does this work with a slide throttle? On my old bike when you pull the throttle this part moves also to let air in but on this set of carbs its a little weird

Here are some more carb pics, when i got it there was a cut throttle cable on the top going to the right side, i figured that was the choke on it i dont know why there was a cable throttle on it but then i put my cable on the left side as you can see in the pic, now i believe all i need is that one part thats missing? any advice on this would be great or any ideas on if im wrong with where the cable is going.

For one thing the left carb manifold vacuum spigot needs to be caped for the engine to have a fighting chance to fire up---tim

You're missing the cable arm that the throttle cable attaches to and it's associated spring, washers, and nut .....

If both throttle plates are linked together, which it looks like they are, but is hard to tell, then you should be fine. 5Twins is the carb expert around here, but I'd say that someone put a later model carb set on an earlier bike. That could be why you have two throttle cables going to a linked carbset.

EDIT: I knew you'd be around here within the time it took me to finish my post. Doesn't it look like it is a connected carbset with the throttle going to the right carb instead of the left? If that was the case, someone may have removed the left side cable arm because it wasn't needed? Ever see anything like that?

The top cable is a cable-activated choke. Available on later model XS bikes. The cable ran to a thumb lever on the handlebars.

Those are the BS34 carbs from The 80 up bikes.
pic one is your enrichener cable. These carbs don't have a choke.
a choke cuts off the air to make a richer mix for starting. The enrichener opens a valve that lets more fuel flow to make the starting mix richer.
As 5twins said the throttle cable parts are missing.
On these Bs34 carb they are what's called CV carbs. There is a throttle plate that controls air flow through the carb. The slides lift by vacuum. The changes in the airflow change the vacuum signal to the slides.
Your throttle opens and closes the throttle plates. The parts you are missing are what connect the throttle cables to the throttle plates.
