Ouch, just checked the price for Yamaha’s float. Doesn’t the XS650 use standard Mikuni floats?
You can get the standard Mikuni float for a lot less if someone can figure out which one is correct.

From what I’ve read, its the LED drive circuits that cause the emission problems. The US FCC has rules governing it.
You might be referring to compact fluorescent light bulbs. They use an electronic ballast that can cause interference problems.
I used to be a fan of Haig & Haig Scotch Whisky (without the “e”).

I don’t know of anyone that sells the SH775, but the SH775 is used by several bike/atv/etc manufacturers.
Polaris is one that I am aware of.
Polaris part # 4012941 is the SH775. It retails for $180.
