bs38 float tool

Have fiddled with resetting the floats on my BS38 carbs. On a XS2. With the carbs off, I know I measure from the inside surface of the carb body. As this is a slim area to get anything in, can I measure from top of the rim around the float bowl if I take that difference into consideration. So my...
