no high rpms,missing plugs

my 81 started not running barely above half throttle.i took the carbs off and apart and one of the little rubber pilot plugs was missing??ran fine before tho.anyways i cleaned them and didnt put the 1 plug in so theres no little plug things.bike runsgood for a block then spits and misses but will sometimes rev good if you roll on the throttle real slow.could this be spark related at all?:banghead:
 
Try it with a timing light attached and see if anything funny happens with the mark or if you see a lot of missing.
 
The rubber plugs cap the pilot jets and only allow them to pull fuel from the side, from the main and needle jet area. Running without them will make the idle circuit too rich. These CV carbs run very heavy off the pilots all the way up to 4 or 5K. Running without the plugs is probably going to make the midrange too rich as well. Replace the rubber plugs and I'll bet the bike revs up as it should.
