Installing a new front tire and a Bikemaster tube. On the valve stem is a loose cup washer and two stem locking nuts. What's the purpose of the cup washer? Does it go inside the rim or outside under the lock nut(s)?

Inside the rim.
The order of the washer and nuts as they come on the stem is correct. Just remove the outside nut, install tube, put nut back on.

If you already took the nuts and washer off, then put the washer on, one nut, snug down. The washer helps protect the tube around the stem.
