has anyone put a 21 rear on a tc bros rear end

A 21" rear with a skinny tire on it is not much bigger than an 18" rear with a 'normal' rear tire on it.

Case in point, the 300-21 Avon Speedmaster I'm putting on my Voodoo Vintage bike is 27.2" in diameter. The rear is getting a 400-18 Avon Safety Mileage which is 26.7" in diameter.

Only 1/2" difference. So if an 18" rear rim and typical tire will fit, so will a 21" front with a naturally smaller tire.

Just pointing out that a 21" rear wheel will fit on any motorcycle designed for an 18" rear, so long as you're not running a big wide tall 21" tire on it.
 
just multiply the section width by the sidewall aspect ratio, divide by 25.4 to convert mm to in, multiply by 2, add rim diameter, and you have the outer tire diameter

example:
80/100-21 (a typical mx 21" tire)
2[(80*1.00)/25.4]+21≈27.56

vs.

130/80-18 (xs650 rear)
2[(130*.80)/25.4]+18≈26.19

1.37" difference in outer diameter
reduced to only .685" from axle to outer tire (radius)
