Try removal of one load at a time. Remove the tail light bulbs............does the fuse still blow? Unplug the horn.........does it still blow? Unplug the indicators (remove the turn signal bulbs).............does it still blow? Just keep removing loads until you find the problem.
If you still have that old original fuse panel, it can cause problems, so best to replace it with new blade type fuse holders.
A bit more info might help. Like the year, model, any mods.
Generally speaking the only thing that chages when you put the bike in gear is the neutral light goes out. This should not effect the rerst of the things you describe.
Has the wiring been modified in any way?

Thanks for the info. I have a 1981 special. I have already replaced the old fuse box and have the new type with blades. Aside from that there are no significant modifications on the bike.
