Maximum permissible weight?

The registration authority needs to know what the maximum permissible weight of my 1976 XS650 is. It was imported to Norway from Australia and this information was nowhere in the bike's documents . Any ideas where I can find it?

Clymers says the bike weighs 210kg.
But maximum permissible weight? What does that even mean?
My best guess is to take the maximum load numbers on the tire sidewalls and add them up?
 
Maximum permissible weight is the weight of the bike plus the load it was designed to carry, I think.

my tire catalog lists the maximum load of a 100/90-19 front as 200kg and the maximum load of a 110/90-18 rear as 225kg
This would make the total maximum load 425kg
Take away the 210kg bike weight and there's 215kg left for rider, passenger and luggage.
You could ask your registration authority about what particular weight they actually need?
Hopefully the Norwegian authorities don't display the same combination of tyranny and ignorance so often seen in North American DMVs.
 
Thanks, Fred. I fear the Norwegian authorities share the attitude of their colleagues in the States. But I think the figure 425 kgs makes sense so I will give it a try when I present the bike tomorrow.
 
The picture is from a '77 GVWR 838 lbs.. A '79 sticker says GVWR 900 lbs but the flash was washing out the picture.
I can maybe get a better representative pic if you need it to show them.
