Selecting gears without the engine running

This might seem a really stupid question but it's been a looooonnnng time since
I ran the bike and went through the gears.

I wondered. Should I be able to click through all the gears while the bike is stationary / not running? I have a vague recollection of being able to before I started working on it but I'm not sure.

At the moment, I can click down into first, up into neutral and second. That's it. Is that okay or do i need to look at adjustments?

1st., N, Second, sounds right to me.
 
If you rock the bike back-and-forth a bit after selecting 2nd, you should be able to snick it up into 3rd, repeat for 4th and 5th.

Same for downshifting back to neutral: Get a gear, rock the bike a bit, get the next gear...
