I don't think it has anything to do with the electric starter working or not, just for the neutral light in the gauge or idiot box

On the later years the neutral light was linked to a starter cut relay that with a clutch lever switch that would prevent the starter from working unless, you pulled the clutch and had it in neutral. This was i 80, the 82 up I think it was either in neutral or the clutch pulled, not both.
