Led Taillight almost shut-off when turn signal's on?

Hey guys! I just put an Led Taillight/brake light and when I put turn signals on, the taillight almost shut-off with the cycle of the flasher? When the brake light is on, the light is less affected... what can it be?

2nd question:

I have a set of led mini turn signals, I've read that I'll probably need a load equilizer to make the flasher relay work, someone can make the ''light'' for me on that? Where I put this thing?
