Seized up fork leg

I've got a seized fork leg from a 650 Special 1979 or so.
I believe there is a teflon bush pressed into the top of the slider below the oil seal.
I've tried to remove the slider by normal means (penetating oil, slide hammer etc) but it's not having any of it.
So my next move is probably going to be heating the slider with the oxy-fuel at my workplace.
But just how much heat can I put in without roasting the teflon bush to destruction ?

Sorry, too dirty to tell from pic: you get the circlip above the seal out? and the bolt up inside the bottom leg?
 
Heat gun would be much safer than a torch.
 
The bottom bolt was removed a good while ago.
As for the circlip holding the oil seal in place, I can't see any advantage in removing it, the oil seal doesn't stop the tube from being removed
