Upper shock mounts

Was looking at this bike on the xs400 site and had a quick question for you welding gurus. Are these shock plates just wrapped around the tubing or did they canoe out the tubing to add them?

Also do you think they used a regular grade 8 bolt or did they re-weld in the shock post?

Looks "canoed" to me. The shock mount would have to be a shouldered bolt, if it's just a bolt, as the threaded diameter is smaller than the eye.
