Oil filter in side case

I just brought a new oil filter for my bike from Mikes and now the bolt sticks out to far for me to put the cover on, anything???? If not will it hurt to leave it off:wtf:
 
here's the parts blow ups. There is no "second nut"???? there is no nut at all just the bolt....

Yeah that's the problem. No nut. Well the owner..... Is the check ball sleeve backed out that far? IIRC it should be flush or even below flush. I'll shoot a pic of how that "should" look.
 
The dreaded PO strikes again!

Not the clearest picture but a little below flush, check proper order of assembly and that all parts are in there.

I did not a find an assembly guide so I guess till it stops, the spring should set the tension. This stuff is the oil screen check valve.
 
I don't see the check ball, that should be on top of that spring that is sticking out.......... GGGGGGGGGGGGGGGggggo look.
