The tires are the right size.
You do NOT want heavy duty or off-road tubes!!!
For tubes, I like:
FRONT:
IRC T20072
REAR:
IRC T20063
If you want to keep everything IRC, they also make a 4.00x18 GS-11 tire for the rear.

i like the look of the shinko wish they had a 19 in tire for the front been debating on trying to find 18in rim for the front
 
thanks on the tubes i was having trouble with that. I looked at the irs 4x18 and it would be nice i just like that beefy shinko
 
+1 on the Shinko's, I've been using them for years on many different bikes, great tires for a fair price. I've never had trouble finding 19" fronts.
