Hi 'build,
for an XS650? I doubt you'd find a new one that'd drop right in.
Options:-
Check the list's classifieds for a 21" wheel that someone's already made XS650 compatible but changed their mind about using.
Buy a new 21" rim and tire and lace it onto your bike's existing front hub. If your bike has cast wheels you will have to buy a wire wheel hub too.
Buy a new complete 21" wheel and adapt it to fit your bike's existing forks; note that the stock front brake is unlikely to fit up with the new wheel's brake disk and there's a deal of hassle involved in fixing that.
