Circled in red... these are ratchet mechanisms. The "sockets" above them plug in and you can ratchet nuts on and off of cylinders. They're for high volume production type work. I've seen 'em before, just can't remember if it was hydraulic actuator or gear strut work.
Pure guess work but as Jim suggests going over pipework to tighten or loosen the gland nut.

If you look close at the upper items you can see they are made for 8 sided "nuts" so that makes them even more specialized.
Guy who was looking at them passed on the purchase and just wondered what they were for. If the person selling them finds someone who actually has a need for them that person will probably get a real deal, I'm sure $150.00 is a small fraction of the price the manufacture asks!
