Putting the wiring into the frame

So I'm planning to run the wiring through the backbone of my wifes bike. what would you do?

1. Drill the frame and add a bung so it maintains its strength and add a wide grommet so the wires don't rub

or

2. Just drill the frame and add a grommet so the wires don't rub.
