Is there a way to run 71-73 spoked front wheel without having the disc brake rotor on? Is there a spacer that would work instead?

Im converting the front wheel from a 19" 36 spoke to a 21". I found the spokes from mikes and have a 21" already to do this but I also want to put the front 19" rim on the back with the 16" drum. Is this possible? Also how do I figure out if the angles on the rims will match with the hub...

I pulled my rotor to install pma losing my timing mark. While doing that I also pulled my cam to replace the cam chain guide. My question is when I put my cam and cam chain back do I need to worry about being off 180 degrees?
