1979 fuse box

On a 1979 Std XS650 2F does the bike have more than the one fuse besides the one near the starter relay?

No. Just a single.

Unless you are keeping it stock splitting up the circuits like Yamaha did in 1980 is a reasonable thing to do. Having the engine quit when a taillight wire shorts out seems so inconvenient.

The single fuse idea was concocted by the same guy who thought up the headlight reserve safety flux capacitor.
