Both carbs need a float right?

Just got 71 xs650 from my uncle and was figuring out problems with the fuel system. Turns out one of the carbs doesn't have a float. I'm pretty sure that isn't right and both need a float. Anyone able to clarify?

yes, each carb needs a float.
