Hot side cold side/ vacuum petcock?

Newly built 81 650, stock carbs, they are clean yes! Is this Carb boot upside down? Does this hose go to my vacuum petcock?

Yes, upside down and swapped left to right. Yes, the left goes to the petcock... the rights just plugged.
