Need som crank advice!

I tried to fit the crank back in the cases today, after getting it rebuilt and rephased. The crank seated in the cases and spun freely (didn't rub against the cases). However i noticed that the oil seal had to be moved out a couple of mm´s, for it to seat properly. Is this normal/acceptable ?? or is the crank put together wrong?
