rear brakes not working

well they are drum brakes and i replaced the pads and springs with new ones. but they dont seem to grab when im and going down the road. i have a set of foward controls and a brake pivot on the bike

Are the rods hooking the pedal to the brake pulling. Pushing, the rods flex and won't work the brake well.

Straight rods also work better than bent ones. Bends try to straighten as you apply the brake and you lose power.

there are a few tricks to drum brakes. 1 loosen the axle, apply brake and tighten axle with brake still on, this will keep the drum centered. 2 the drum will work best if the actuator on the brake is at 90¤ when the brakes are applied. you may need to rotate a few splines. 3 new shoes can take a while to bed in, what kind of shape was your drum in? 4 linkages as mentioned need to be just right. a small change can mean a lot. cheers
