To the experience this may be a very stupid question. However I am inexperience and probably stupid so here goes.

Could you make a replacement stator cover out of a flat sheet of brass cut to the right diameter and drilled with two mount holes?
 
If one is talented enough and with the proper resources, anything can be made.
 
It does need to be relieved a little on the inside for the end of the crank. I have made several on cnc out of 1/4" stock
 
Unless you have a solid works or mastercam liscense I don't think you'd be able to use them. But it is simple. Turn the inside thickness on 1/4" flat untoll you have .100" left. That will be plenty of clearance
