Were there actual Shell #1 cam's produced from scratch? Or is it just Thuett's specs for a regrind?

Dave from what I have heard it is a regrind
I bought one from Shell back in 1998; it's still in use. The #1 was always a regrind, and credit for a usable core was part of the deal.
