Is there a particular alignment needed for the brake operating arm onto the cam? There don't seem to be any obvious marks on the cam shaft, and when i got my bike the rear wheel assembly was half in boxes.
Rebuilt it all a while ago with new bearings, powder, shoes etc and gave it a good service but not done the linkage until now. Searched but didn't really find an answer.

There is an interesting little set of marks cast into the hub though just above where the cam shaft protrudes. What's this for?

The chrome actuating arm should be at right angles to the long brake rod. This gives maximum travel of the brake shoes when you step on the pedal, and therefore maximum braking power. Actually, it should be just a little rearward of 90, so that it moves through the 90 degree point when you brake. Don't worry about it until the wheel is all set up and completely installed and the chain tightened. Then you can adjust the position on the splines and set the length of the long brake rod.

At one time there was a metal pointer arrow behind the chrome actuating arm. It pointed to the marks which are brake shoe wear indicators.

Yes, there used to be pointers and such, but the bottom line is setting the arm as far back as possible. It takes some experimenting to find the right spot. This isn't new. This is the way you set up any rear drum.
