Hello. I have a set of 1978 BS38's .

One of the diaphragms had a whole in it so I bought a set of used ones off a guy but his appear to be older .

Will these still work I noticed there isn't a tab on this set.
Here is a picture of the diaphragms I bought (left) and the original diaphragm that came with the carbs (right) .

And a picture of the carb body itself that I'm trying to make work with it .

The diaphragm on the left is not XS650. (Unless they are JBM retro-fits -- I've never handled JBMs. If they fit into the groove, and everything else besides the tab looks right, then they should work.)
The diaphragm on the right is 78-79 XS650 BS38.
Your carbs are BS38, but impossible to tell what exact year without a picture of the intake bell and the bottom of the float bowl.

The floats I got came from the carb on the left here.

The rubber on the diaphragm says BS38 raised on it.

They must be JBM retro-fits -- Google it. Probably okay.
Still can't tell what year your carb is. That new pic is showing manifold bore, not the intake bell, and still no pic of the bottoms of the float bowls.

How's this

Those are 1978-1979.
Maybe it's a reflection, but it looks like both of the diaphragm slides have dents in them in that pic???

Make sure the needles in the new slides match up. They should be a 5O2. Earlier carb sets used 4 series needles and they are shorter by 5 to 10mm. They would be much too rich in a '78-'79 carb set.

I would be reluctant to use two different diaphragms.......as in one new one and a old/used one........just would think there might be some difference in the working of the diaphragms making them harder to balance........

might not make much of a difference...........just my usual practice is, if i replace one side, (working component), when doing work usually i'll replace the other

I have two of the replacements I was just holding them next to the old ones for demonstration. I'd rather have the stock ones . Only one of my original ones is bad.
