Can I run the headlight in an always on configuration (when the key is in the ign spot) and install a single switch to select high or low beam?

Yup, scrap the headlight relay tie the wires, done. Depending on year scrap the reserve lighting relay while you are at it. Nice to have the headlight off when starting the bike though. Essential when kicking it with a low battery.

yes like this, I would use switches rated at +5 to 6 amps to carry headlight load
