Maybe a "minibike" nationals. The car grill/bumper suggests lat 40s early 50s.
If I was lucky enough to have something like that at that age I would probably not be here today!
Us kids had around 25 acres of a hilly vacant lot right next to our house to play in. That little Indian would have been beat to death in short order doing hill climbs!

Continuing the steam-powered theme (I wuz already going to post this) found there was a British manufactured steamer, the Haleson, made 1903-1914 by William Hale of Bristol. The steam drove a 200cc side-valve engine. Paraffin (kerosene) fuel. With steam engines providing full torque from zero revs, it neither had nor needed clutch or gearbox. Looks like something you could ride? But perhaps not in traffic - I think that's a front rim brake.
Lots of "leverage" with a rim brake....
But not much braking power. We are spoiled having brakes we use to stop, with pre-WW1 motorcycles you use the brakes to plan for a slower future.

Speedway?
Very reminiscent of a classic Speedway bike, and older vertical jug Jawa or JAP
I was a massive speedway (& grass track) fan in my youth. We had a speedway dirt track oval around our local football pitch (Newport County AFC); Dad and I would attend all the home speedway events... Ohhhhhh the smell of Castrol R lingers in the menory (and nose!).

This is a rare gem! I have just started collecting 1st gen Interceptor’s, I had one of the first ones in Canada, in 1983; my friend Steve Gervais who worked and raced for Honda, his brother and I got the first 3 brought into Canada
