Is this frame a kit?

So my question is, is this frame's hardtail a kit that's available, or is it a total custom?

I like the way it sits.
 
Looks like the original front half to me. Especially if you see the original exhaust mounts and the gussets by the front of the neck. The gussets at the back of the neck look made though. The back half maybe Elswick?
 
I'm pretty sure I read another article on that bike and I believe he said he made the rear section, but I've been known to be wrong.
 
I have looked at way too many XS photos and I can say that is the only rigid frame section I have seen like that so it must be a custom home made... or the company started last week an they are just shipping the first few?
 
:DWell I wouldn't expect to cafe race with it.... but would be a cool bar hopper. Tis a bit low and wide but something about it screams too cool.
 
I wonder if you could even turn in that thing. You'd probably have to steer with the front instead of just leaning
