Slippage in throttle cable

The little hard elbow attached to the bottom of the throttle control on my handlebar started slipping but everything is tight. I took it apart and notice the rigid tube seems to just slip up and down in the case. I notice wear to a little cuff at the end of the cable. Can that be replaced to keep this all sturdy or is there another trick? Thanks!

You might could tighten it up with a piece heat shrink tubing, if it bothered you.
 
That's not supposed to move like that. The collar has broken loose from the tubing. New cable or maybe a JB Weld repair of some sort.
