Switch Question

I have an 81 xs650 special that I bought mid-project from a guy that was trying to cafe it. I am completing this, but have a wiring question.

I am not getting hot leads to the headlight. Traced back to the fuse panel. Main is hot, but the other three are not.

The clutch side switch housing is missing. This contains hi/low, horn, and turn signals.

Does this have to be connected to complete the electrical circuit. Would explain why everything is cold.

I believe stock switches ground to the handlebars.

Stock handle bars float on rubber dampeners, I would not expect them to be grounded.

Handlebars ground to top tree with a wire that connects under the riser nut. Switches ground through the handlebars. You need the switches to complete the circuits.

When you let a project sit for over a year, this is the sort of thing that happens.
