If I were the ruler supreme of this land, I'd fix it. I'd model it after the Germans. A driver license would be very costly, come with extensive driver training and be easy to lose. A lost license means return to start. Operating without it would have to come with meaningful consequences.
 
Heard a stat yesterday about the city of Birmingham, England. Around 20% of drivers are uninsured.
Made me think it's probably not just around there, either.
Without getting too political, Western society is more concerned with some aggrieved segment of society getting their feelings hurt from someone else's words than they are with actions that actually cause physical and financial harm.

Bingo! And raise the minimum driving age. While were at it, does anyone really think that a 16 year old should be riding a 100+ H.P. crotch rocket?
 
I'm 64, and I never personally knew anyone who drove without a license. When I watch "On Patrol Live" I'm amazed as at least half of the people who get stopped have no license. If that is their only offense, they get a citation and call a friend to pick them up. There is no deterrent. Getting involved in an accident without insurance should get you at least a few days at the Crowbar Motel, along with some serious fines and judgements. I know I sound like the old man screaming at the kids to "Get Off My Lawn" etc., but I swear, so many people today have no respect for the rules of a civilized society starting with accountability.

Couldn't agree with you more. The UK is nearly a lawless society. We have the same non-licence, non-insurance issues here; normally driving stolen cars and pi$$ed or drugged up behind the wheel. They get sent to court and given a slap on the wrist and told not to do it again. They are normally generational 'benefit' types who's only goal is to steal from us tax / insurance payers and get more drugs / booze or stolen cars. THERE IS NO 'DISINSENTIVE' HERE. We have multiple 'fly on the wall' TV shows that back up my statements.

You are correct, and so many of them are now here through legal (and illegal) immigration channels. It's absurd they just flaunt our laws as they know our prisons are full and the law courts are overwhelmed with cases like this. Often they just carry on like it doesn't matter.

In Germany, fines such as speeding are based on net worth along with the normal factors (speed etc.). For me, 20kph over would be 500DM (for example).
A rich dude on a Beemer might pay 5000DM for the same offense.
I think that's a fair system. If the idea is to deter, everyone needs to feel the pain equally.

Drivers Ed... or should I say lack thereof. When I was a kid, drivers ed was pretty much taught in every high school in the country.... and mandatory in most.
But it cost's money to fund a program like that. Tax money.
So we, as a society decided we hate taxes. Get rid of 'em.... all hail Grover Norquist.
...and here we are... idiots on the road that barely passed their driving test and haven't a clue about the proper way to "share the road."
But damned if our taxes didn't go down, or at least not go to stupid shit... you know, like learin' the "proper" way to drive.

I too agree with Marty; but the here it falls apart with his last sentence above. We have no provision for 'meaningful consequences' due to overcrowded courts and prisons. The 'Perps' have no money, are usually unemployed, and on benefits. Our Prime Mincer needs to address this as our society is becoming ever more lawless. Sorry for the hi-jack :hijack:

I think most people don't mind taxes that serve a purpose. Build the cost into the cost of a license. Allow people to pay for their drivers ed/license in installments. Much of this discussion has to do with behavior. There is no excuse for it. You can't blame poverty, you can't blame the lack of "programs",I dump most of it in the lap of parents.

In Jacksonville, Fl, we've got potholes big enough to swallow a Hummer, but the city continues to give $$$ and property away to Jaguars owner Shad Khan. He wanted a piece of an expressway removed for a project, how fast do you need it gone sir? And that's just the crap that makes headlines. It goes back to accountability.

And that's with all of the modern safety equipment that is built into cars. Those #'s should be going down.

I know how you feel. Rabbit hole? Not near the rabbit hole it would be if I wasn't censoring myself, but that's what I'm supposed to do, follow the rules. Back to the root of this, there is no excuse for driving without license or insurance, yet there is very little in the way of consequences and I feel bad for the guy with the rear ended R1. He'll be lucky to get $1500 for it. He's lucky to be alive.
