got my wiring figured out and kicked it over, it will start but wont stay running, if i give it throttle it will stay runnin for a bit but as soon as i try to drop the throttle it dies out, i figured it was a carb issue but im not too familiar with carbs or carb tuning. any tips for tweaking them or any ideas on other causes??

Compression spark fuel/air mix. Go to the tech section read through the I just bought an XS650 now what. Do it all and it will run, good. short cut checking everything and you are likely to end up chasing your tail. Welcome aboard and good luck with your trouble shooting.
