Well NOT crap anymore! I finally have discovered the real 17 digit VIN and have reapplied with the DMV for the Abandoned vehicle title search. After the Must claim date of 17 Sep, I publish my intent and wait an additional 21 days then apply for title in my name. I feel like this has been a great morning...
