The flanged alloy rim is centered on the hub. I imagine the steel rim would be as well although I haven't had the opportunity to check one of those. The front hub measures about 86mm wide from disc mount surface to disc mount surface. That would put the center 43mm in from there. The alloy front rim measures about 66mm wide at it's widest point, the outermost edge. That would put it's center 33mm in from there. A little simple math gives you a 10mm offset between the disc mount surface and the rim's outermost edge to get it centered on the hub.
