Should the holes in the breather cover be blocked?

As the title says. Should they be blocked? One is and one isn't on mine.

capped off? or are you talking about the baffle inside..

Capped off but will search also

- sometimes 1 of the double breathers will be capped off, no problem they had restrictors for them too...the later breather had only 1 small hole
