Is the 1979 XS1100 special front fender compatible with the 1979 650 Special? Looks to be the same...thx

They do look the same but the bracing under the fender is very much heavier on the XS650 fender. The XS1100 has a much thinner brace.
When I put the 35 mm forks on my 75 I ran the stock 75 fender it handled well. I got an XS1100 fender, it looked better than the 75 fender did. It handled much worse with this fender.
After looking closer I saw why. The 650 fender has the much stronger bracing. I got a later model XS650 fender that has the heavy bracing. Handles right now.

Just for kicks I went to boats.net and looked up front fenders. The XS650 and SR500 use the same fender, a 2J2 21510 93 00. The XS1100 uses a 3H3 21510 93 00
I have one of each and the bracing is much heavier on the XS650 fender.

The XS11 special has a leading axle fork, there will be fender fit issues because the centerline of the wheel is further forward on the 1100 Special. Seems like I found this to be true one time.
I remember now; I was fixing up an 1100 special with a bent fender and an XS650 fender wouldn't work because of the wheel being further forward on the 11.

The XS1100 Special had the leading axle, the standards had the regular fork. The standard fender will bolt right on the XS650 forks but as mentioned it doesn't have the heavy bracing. The XS1100 had a 37 mm tube and as such was much stiffer and didn't need the extra bracing.
I know the XJ bikes had 36 mm forks. MY XJ650 has a regular fork. Air assisted but had the axle under the forks. The XJ750 Maxum had the leading axle fork and was 36 mm.
My friend has an XJ750 Maxum. His forks are all pitted and chew up seals. I put my XJ650 forks on his XJ750 by just swapping the forks. I had to use my XS1100 fender because of the regular axle vs the leading axle fenders are different.
He says it handles much better. The XJ650 forks shortened the wheel base a bit and decreased the trail a bit as well, this quickened the steering.
