if it eventually catches up, your prolly too lean. what mods do you have on the bike? pods filters what exhaust? have yu had the carbs apart and cleaned?
My '73 was recently doing this, but just off idle, as a result of my having leaned things out excessively with a velocity stack. Your problem is up in the power "circuit", but the principle is the same. I agree with angus that you may be leaning out. Tell us more about your setup and we might be able to help you sort the issue.
The float levels are fundamental to the carb operation. Have you confirmed that the float levels are correct?? I like to use a clear plastic tube from the drain port..............level should be at the bottom of the float bowl flange.
