I could do it with a milling machine, but it wouldn't be worth the time, plus it would be heavier. 650 Central and MikesXS both have reasonably priced clip-ons, or you might go with a set of clubman's bars.
When I swapped the Harley forks on my project I got the old stock clamps from my forks back. They are the clamps from the lower tree. I kept them thinking they could be shaved down with a 7/8" pipe welded to them. The clamp piece seems to be the tough part, but the fork clamps are more than enough.
