Mixture screw question

81 xs650- stock main jet was 132.5 i believe I have a 140, stock pilots were 42.5 i still run the stock. I am also running stock needles no shimming. I have open headers and pod filters.

In the carb guide it says to bottom out the mix screws and then 3 turns out. simple enough. but my mix screws poke through the hole in the mouth of the carb. I cant remember exactly what it was from but there was a guide i red a few years ago saying something about making them flush.

My question is it 3 turns flush with the hole in the carb mouth or them sticking into the carb mouth?
 
Just like the carb guide says. Lightly bottom out the mixture screws and count 3 turns out. When the carbs are installed, you can't see when the needle is flush with the inside of the carb wall. In the end, it's where the bike idles best, not the number of turns out.
