I'd check eBay, you might find some used ones cheap (I have). In fact, look for a sump plate complete w/ old torn filter (you can patch it). It's nice to have a spare sump plate assembly to swap in at oil changes. Then you can clean the old one at your leisure and have it ready for the next oil change.
The drain plugs do not need a lot of torque if you use a fresh crush washer. One of my motors has copper washers. I anneal them and reuse them. I pull firmly ( but not really hard) on my 27 mm box wrench and haven't had an issue.
