Correct me if I am wrong, but this looks like evidence of a leaking throttle shaft seal.

I saw something like that before.

I was working at a snowmobile shop in Alaska when this Eskimo drove in on his snowmobile with a similar problem. My boss looked at him and said "looks like you blew a seal". The Eskimo replied "No, that's just frost on my moustache".

Yes, it very well could be. Even good seals sweat a little gas residue but that seems pretty excessive.
