The sheath on your throttle cable needs to be placed in the holder that bolts to the carb top .....

That small screw with the o-ring on it in your 3rd pic is a float bowl drain screw .....

It also appears you left a part off your choke rod, that little forked piece on the far left in your 3rd pic. You can see it in my pic. The choke isn't going to work, isn't going to pull out when you pull the choke rod out, without that little part installed.
