Has anyone tried an 18" Front Wheel with an 18" rear?

I think it must depend on the style of the tire in question and the bike you bolt it to. Even 300-500cc bikes these days have a 150 on the back and a 110 or one 120 front and nobody would say they're slow handling, but they have steeper rake than the XS and the profiles on sporty modern tires are different than the older, flatter tire designs. Honda's new nc700, a practical 70mpg commuter bike, runs a 160 rear, and ktm even puts a 150 on their 125cc machine. Although that one might be more for "big bike" looks for the image conscious youngsters they expect to buy it. Take a 110 rear and imagine extending the curve of the tire out past the side wall all the way up to where it would meet the level of the rim so you can ride at more extreme lean angles and you start to see why modern tires have wider overall numbers but not necessarily a slower profile.
