Lots of insurance fraud. I think they busted a Chinese ring in Toronto a few years ago and billions of dollars were involved. It's always easier to screw the honest people to recoup the losses.
There have been a few sweetheart deals for the insurance companies over the past decade as well where you had the option of getting half the coverage for the same rate, or you ate a steep increase to keep what you had. Like most industries in Canada, insurance is controlled by a relatively few large companies, all very cozy, or it's government run in some provinces. Some good, some bad stories about that setup.
