Questionable bolt during head torque

Hi Guys,

I'm buttoning up my motor after replacing the gaskets, tensioners, and cam chain. I'm at the torque stage and all the bolts have come up fine except #13 in 5twins image:

I brought it up in stages with the rest but it refuses to tighten the last bit. My wrench will click when set to 12 lbs but any higher and I get that feeling in the gut that something isn't right. The others of the same size are set at 16lbs, the acorns are all at 32.

Just wondering what the guru's would do in this situation as its my first time.

Remove the bolt what do it and the threads in the hole look like?

That's not a head bolt it holds the top cover to the head. Still important but not head bolt important

Guess I was being overly paranoid...I pulled the bolt and the threads looked fine. Put it back in and now it goes right up to 16 lbs just fine.
