Don't know about Virginia but here in NC a bike has to be 35 years old to get antique plates but it's a really good deal as not only are there no inspections but liability insurance is dirt cheap on antiques. The catch is: You have to own, title, tag and insure at least one motor vehicle that isn't tagged as an antique. For most, that's not a problem.
