Update: the 130/90 size tire may have solved the problem. With that size tire (I tried a Dunlop D404) and the 11" shock I have just enough clearance - see picture. I still prefer the more vintage look of the AVON but this seems to be working better with the shorter shocks. But I think I'm going to swap the 11" shocks for 11.8" to make some room for a fender.
